We are now advertising an exciting vacancy for a project manager for procurement! Vigo IKS is an inter-municipal company owned by all of Norway's county authorities and the City of Oslo. The company's main task is to simplify, improve and renew public administration through the establishment of common IT solutions. Our main focus is on higher education, transport and technology, but we also contribute in several other areas to digitize public administration in Norway. What our projects have in common is that they are visible, have social value and are based on modern technology.

About the position

As a project manager for procurement, you will be an important professional resource in all projects involving procurement within transportation. You will work with the procurement of digital systems for the county councils, with responsibility for major and minor deliveries. You will lead the implementation of new procurements from start to finish, in dialog with various stakeholders. This will involve dialog across the company, out towards the market, with national bodies, suppliers and the various county councils. You will also be involved in our other ongoing projects, as an advisor and discussion partner.

Responsibilities will include, among other things:

  • Lead and manage projects from planning to implementation - including preparing governing documents (procurement strategy, budget, staffing plan, etc.)
  • Establish procurement strategy for new solutions in line with the county's needs
  • Conduct market dialog and define requirements and needs for the solution
  • Prepare tender and contract documents
  • Carry out the procurement and finalize
  • Plan the establishment in collaboration with the project manager
  • Contribute to contract follow-up in dialogue with suppliers and county authorities
  • Tasks and responsibilities may change according to company needs

What does it take to succeed with us?

To succeed and thrive in the position, you must have experience with procurement and the state's standard agreements (SSA), as well as up-to-date knowledge of the regulations for public procurement. It is advantageous if you have experience with procurement of IT solutions, also where agile methodology has been used in the project. It is also advantageous if you have experience of process and/or project management. We expect you to have a minimum of a bachelor's degree in economics, administration or procurement and contracts, but we prefer to emphasize relevant experience and qualities for the position. Knowledge of the transport sector will be emphasized. The working language is Norwegian, so good Norwegian language skills are required, both orally and in writing.

Your motivation and personal qualities are also very important to us, and will be given great weight. If you are tidy, solution-oriented and good at creating relationships, you are already well placed to succeed. Independence, high implementation ability and good communication skills are other keywords for us.
