Agreement between Vigo IKS and HMSREG

Status HMSREG

The HMS developer project ends and administration and further development of HMSREG is started.

On May 2, 2023, Novari IKS signed a contract with HMSREG. Read more about it here.

Through the contract that has been entered into and the solution that is now delivered to the county authorities, Novari IKS has, among other things, contributed to the following for transport in the county authorities:

  • Given the county councils more for less.
    • The county municipalities have received more functionality for a better price than the county municipalities would have received individually
  • Digitization of the county council's working day
    • Time saved and increased quality in the county authorities' tasks within safety, health and the working environment (SHA) and the county authorities' overview of and follow-up of consumption and emissions (External environment)
    • Novari contributes to digital transformation in the county municipalities
  • The county municipalities will have the opportunity to become a more professional developer
    • The county municipality can now take care of laws and duties within SHA and the external environment in a better way than before

It has been since that date that work has been carried out systematically and purposefully for the delivery and establishment of the solution in 14 county municipalities.

How has the project worked?

After signing the contract, work has been carried out in various phases:

  • Configuration of the solution – Work with a common national template across the county municipalities
  • Pilot period and adaptation of solution
  • Approval test of the solution
  • Training and adoption in the county authorities

Storm Hans in August last year caused the start of the pilot in Innlandet county municipality to be cancelled. Then the county municipalities of Vestland and Viken (Buskerud) turned around very quickly and submitted 2 pilot projects each. After this, the establishment has proceeded as planned.

After 6 weeks of piloting the solution, the project started testing the solution. The test was carried out by super resources in several counties. Throughout the project, super resources from Rogaland, Vestland, Møre og Romsdal, Viken and Innlandet have worked diligently to achieve a good and comprehensive solution. On November 18, 2023, the counties were able to accept that the solution had been delivered in accordance with the contract.

Work on establishment in the other county municipalities started immediately after the solution had been accepted. The county municipalities (Innlandet, Møre and Romsdal, Nordland, Troms and Finnmark, Agder and Viken counties) that have not previously used HMSREG were the first to go, followed by the county municipalities (Rogaland, Vestfold and Telemark, Trøndelag and Vestland) that are using new modules and functionality. They had a simpler version of HMSREG before Novari initiated the project on behalf of all the county municipalities.

All the county councils could start with up to 4 projects each, preferably a mixture of investment projects and operation and maintenance contracts. Training was given in the individual county council and they received individual support for establishment over four weeks. Experience workshops and training in the analysis module have been held after some time of use. The final establishment date was reached on 15 February 2024. The project is now coming to an end and will move into management and further development from week 17, 2024.

Novari IKS would like to extend a big thank you to project manager Anne Johnsrud, who has led the project from the start in January 2022. Without the efforts of super resources and the county councils who provided pilot projects, we would not have been as successful as we are now. The super resources have received a well-deserved cake and thanks for their efforts in the project.

The work continues

A new phase of management and further development of the solution is now starting. Until the summer, we will maintain contact with the establishment managers in the county authorities. From the summer onwards, we will try out a new management organization for the solution. We are absolutely certain that only the first peak has been reached and that a lot of work remains to be done in the years to come to get an even better solution that covers many of the needs that the counties have in their HSE work.
