eGrunner acquisition

A system for case management of land acquisition. The program will communicate with the archive and financial systems of all counties, through the information model of FINT.

Isy Road

A common FDV system for the disciplines of road operation, tunnel/electrical, road marking, bridge and pavement construction. This system will replace 5 other systems. By the end of 2022, the FDV system has been taken into use by the road operation discipline. In 2023, work will continue with the other disciplines and migration of data from the old Norwegian Public Roads Administration systems Elrapp and Plania.

Collaboration solution

Used in the interaction between contractor and client (county councils) in development projects (project hosting/web hosting).

The solution ensures traceability of orders and orders between the parties, and is, among other things, very important for ensuring financial traceability in development projects. The agreement for the current solution expires on 31.12.2023.

During the first quarter of 2023, Vigo will initiate a project to establish a long-term solution for this interaction, which provides the necessary functionality. The current solution is technically outdated, so it is desirable to have a wider range of functionality than what the counties have available today. Several suggestions for improvements have already been identified.

A mapping of the current solution has previously been carried out, and a workshop has been held to map the needs of a collaboration solution, and the work will build on this.
The establishment of a new solution will be the first step on the road to ensuring good follow-up and traceability of the dialog between the developer and contractor. This is key to ensuring the quality of the course of events in a development phase.

Client HSE

The role of the county councils as clients for all work carried out on the road network, including operation, maintenance and other construction projects, entails a duty to comply with a number of legal and regulatory requirements, including political decisions relating to HSE.

In this context, client HSE includes risk assessments, reporting of undesirable incidents, compliance with seriousness requirements and an overview of the external environment (consumption and emissions). The county municipalities currently have very inadequate, or in some cases absent, system support for fulfilling their HSE obligations as builders.

In 2022, work was therefore initiated on a procurement process to put in place systems that meet the counties' obligations. There has been broad involvement of the country's county councils to map and coordinate the counties' needs. Vigo has the project management for the work and has throughout the year facilitated both digital and physical meetings with need holders in the counties.

Vigo conducted a market survey to assess whether there are players who can meet the needs of the counties. The dialog with the market formed the basis for a competition that was announced in the fall of 2022. The procurement and contract signing is expected to be completed in the winter of 2023. The professional environments in the counties have been involved in the work throughout the year and have signaled a clear desire and need for Vigo to take a coordinating responsibility for the establishment of a new follow-up system for builder HSE in the counties. It has been signaled that Vigo's role in the establishment will be important for the counties to be able to establish the new solution in a good way and thus take advantage of the effect of the system procurement.

Replacement of the data and document management system containing large amounts of reports on natural hazards, ground conditions, landslide events, etc. used by the Norwegian Public Roads Administration.

Division of counties

Three of today's counties are in the process of being divided into new counties. At the request of the counties in the transport area, Vigo has initiated a project to ensure that the newly established counties have access to the necessary IT solutions and data in their new organizations.

As part of the work, the project handles the distribution of licenses to the new counties, and ensures that data is available in the new counties, synchronously with all aspects of GDPR being taken care of.
The project will continue in 2023, and Vigo is working in close cooperation with the three counties that are in the process of splitting.

Material control

Since the regional reform, the county municipalities have had access to the Road Administration's systems for laboratory services and material control.

Material control in road projects is the process of ensuring that all materials used in the project, such as asphalt, concrete and stone, meet the specifications and requirements set by the project management and relevant authorities. This may involve testing the materials for quality and strength, as well as making sure they are delivered in the right quantities at the right time. Material control is important to ensure that the road project is safe and durable, and that it meets the quality and performance requirements.

In construction projects, there are strict legal and regulatory requirements to carry out quality control of the materials used. Documentation in the form of plans and test results must be archived. Access to the system currently used by the county authorities will end at the turn of the year 2023/2024. Vigo will therefore, during 2023, establish a project that will ensure the necessary system for planning, implementation and documentation of material control.

Measurement of cover

After the regional reform came into force, the counties have taken over measuring equipment/vehicles for measuring pavement and asphalt on county roads. This agreement has a final end date in 2024.

It is expected that the new Road Data Regulation will be adopted in early 2023, so Vigo has planned a project to map needs and then establish a future solution for data collection and analysis of asphalt and pavement on county roads. As part of the work, it is natural that the need and method for tire mapping on county roads will be prepared, as well as to look at opportunities to use new and suitable technology for mapping other conditions along county roads, such as visibility zones, road markings and others.

The project will be a key contribution to establishing an agreed and comprehensive mapping and assessment methodology of the road network, in order to prepare the necessary plans and budgets for future maintenance of the county road network.

Records management and archiving

In the digital solutions that come with the transport portfolio, all work processes are designed for the individual employee to archive and record themselves in the county councils' case and archive systems.

We know from experience that it is challenging for employees to take the time for manual archiving. In addition, several of the digital solutions we work in today are not designed for easy and efficient self-archiving. One example is the new system within operations and maintenance; ISY Road.

Vigo Samferdsel has an ambition that employees within our portfolio should not have to spend time on manual archiving. Archiving should be something that happens continuously and automatically while the employee is working. By safeguarding the archival considerations by incorporating archiving automatically, we ensure the counties' need for documentation, and we ensure the citizen's and society's right to access in the present and in the future.

Together with the archive manager network in the College HR, ICT and Digitalization, we have started working groups, where the ambition is automatic and embedded archiving. This is a long-term project, and we are in the very early stages. It is about mapping needs and work processes, to see where there are the greatest gains to be made for automatic archiving.
