Here you will find information about the county councils' duties and responsibilities in relation to completion of the exam.

Guidelines for the written exam in spring 2024.

Written exams must be conducted in accordance with current regulations and guidelines. Udir has the overall responsibility, while the county authorities and schools are responsible for the practical implementation.

The county directors set up a working group with representatives from all the county authorities to prepare a guide to ensure a common understanding of all national guidelines relating to the implementation of exams.

The attached guide applies to the written exam in spring 2024 for pupils, adults, participants and private students. The guide is intended as a framework for county authorities, public and private upper secondary schools, and it applies to exams held at schools or in rented premises.

Responsibility for tasks and censorship in the national cooperation

By opening the document in Excel or PDF you will find out:

  • Which county authorities are responsible for paper production and grading in the different subject codes for locally administered written examinations.
  • Which county authorities are responsible for marking centrally administered examinations local marking.

The division of responsibilities is reviewed before each examination period.

Subject codes

Most subject codes within avionics, aviation and space technology are not included in the national cooperation. Subject codes AVI4003 and AVI4030 are exempt.

Procedures for registration after the deadline

In the event of registration after the deadline in subjects where no one has registered, the county council that has accepted the registration must prepare the examination paper itself and administer the censorship and complaint censorship

Assignment production

Paper production takes place in a closed workroom where the board has access to templates and guidelines. Examination papers will be prepared for all subject codes with registered candidates by the registration deadline.

Common national resources

The counties have until November 15 to submit proposals for changes to online exam aids. Any changes will come into force for the exam periods the following year.

Remember that all counties must test their own proposals for new online resources in their exam solutions before they are proposed!

Completion of the exam

If the candidate experiences technical problems in EPS/PGS during completion, and there is a need to contact the user support service, the attached form should be completed in the examination room. The school sends the completed form to the county council, which forwards it to the Directorate of Education.

What is the PAS exam on udir.no?

A service for administering centrally and locally given written exams. The implementation takes place in the PGS exam. You can find both services on the website of the Norwegian Directorate of Education.


What is the PAS exam used for?

Administering exams (among other things candidate registration, appointment of examiners and other exam preparations, examination and complaint handling) for the school administrator, examiner, municipality, county council and county governor.


Where can I get user support?

User support follows the service path (school > county/municipality> Directorate of Education).


Where can I find the user guide?

What determines which exam period I see in the PAS exam?

The PAS exam always tries to show you what you need now. As a school administrator, you will e.g. in September find data from the spring if you select "candidate status and grades", but you will find data for the autumn if you select "enrolment overview". If you need to see data from two different periods, you will find a button to switch between them.

Who creates new users in PAS - exam?

The County Governor creates the role of county council.

The county/municipality creates aSchool Administrator+ at each school who has the rights to create new school administrators at his/her school. The school administrator can register new group managers.


How do I access the PAS exam?

As a user, you log in with the ID port or Feide at eksemen.udir.no.


What do I do if I can't log in or don't have an electronic ID?

Contact user support for the ID port/Feide.


Does the login also apply during the execution of the PGS exam?

Yes, for those who have a role in the PAS exam.
For candidates, the school administrator collects login information in PAS or the candidate can log in with Feide.


Can the group manager log in to PAS - exam?

No, the group manager can only log in to PGS - exam to monitor candidates. If the user is going to do something more than monitor candidates in the PGS exam, she/he needs the role of School Administrator.

How do I register candidates?

If you use a school administrative system, you can use it for registration. If this does not work, contact the person responsible for user support for your system.


What do I do if the candidate import fails?

You have access to an error report in the PAS exam that describes what went wrong and whether the entire import failed or just some candidates. You can register those who failed directly in the PAS exam or redo the entire import.


Do I have to use a school administrative system to register candidates?

No, you can register candidates directly by registering them in the PAS exam.


What do I do if the candidate does not have a national identification number?

You can use a d-number or duf-number when registering as a candidate, or a fictitious birth number from Vigo. If the candidate does not have this, you can generate a fictitious national identity number in the PAS exam. This number is in a separate format of 13 digits, and cannot be transferred to other systems.

Where can the school administrator find guidance on the exam day?

School administrators can collect exam materials, register the group manager, print out the candidate number and password and collect the daily password in PAS - exam. You can watch a movie about how a school administrator does it by pressing the link https://vimeo.com/145125948 .


Should candidates log in to the PAS exam?

Candidate login is via the website https://pgsa.udir.no .


What does the candidate need for logging in on the exam day?

  • Either the username and password that the school administrator obtains in the PAS exam
  • Or Feide user and their usual Feide login.

How does the school confirm the identity of the candidate on the exam day?

  • Either by typing the daily password on the candidate's PC after the candidate has logged in.
  • Or by confirming in the candidate monitor after the candidate has logged in.

If the candidate logs in with Feide, do they need a mobile phone?

No – it is required of Feideusers who will administer the exam, but not of candidates.


Can the candidate log in via the ID port?

No, the candidate must log in to the PGS exam.


We cannot access the PAS exam. What could be the error?

Check with the ICT manager that the necessary updates have been carried out for the spring exam. You can find technical requirements by clicking on the link https://www.udir.no/eksamen-og-prover/eksamen/administrere-eksamen/#tekniske-krav .


Candidates are not allowed to download the exam paper in the PGS exam.

The school (for its students) and the county council (for private students) must themselves ensure that the exam papers are printed and have these available in the exam room. The assignments are made available in PAS - exam 14 days before the first written exam.


Candidates are not allowed to upload their exam paper in the PGS exam.

There are three alternative ways in which the school administrator can submit the answer:

  • Group manager/School administrator can receive the file and upload/deliver it on behalf of the candidate in candidate monitor.
  • The school can print out the answer and send it to the examiner by post.
  • If there are many responses, the group manager/school administrator can use the group upload function in PGSA.

Why is it not possible to register the address of professionals?

The professional registers the address herself when she/he is appointed as an examiner.

How can I add a subject teacher as first examiner?

You must register the teacher of the student batch directly in PAS via the Add Teacher button in the Enrolment Overview application. A teacher must be registered on all batches where students are selected for locally administered written exams.

What does the examiner do with two-part exam papers where only one part is in the PAS exam?

In the case of a two-part exam, the examiner can receive both parts digitally, both parts on paper or part paper and part digital. If the examiner is unsure whether the entire answer has been received, he/she must contact the school.


What happens to the answer overview when I use a very low resolution or high zoom screen?

The columns for school and candidate group may disappear, because there is not enough space for them. You can instead find information about the school and candidate group by pressing the candidate number.
