Joint digital sensor collection for sensors in subjects with locally assigned grading

The county councils invite all appointed examiners and subject teachers in subjects with locally administered written exams in spring 2024 to a joint, subject-independent examiner meeting. The gathering is for examiners and subject teachers in all subjects. Participants will not be divided into subject-specific groups.

Two similar sessions are arranged at different times to give as many people as possible the opportunity to attend one of them. The session will be held in Teams. All those who will be grading locally given written exams in spring 2024 are especially encouraged to participate. Other interested parties are also welcome to attend.

Guidelines for grading

When you agree to mark locally administered written examinations, you are obliged to maintain confidentiality about the marks awarded.

Important documents for the grading:

  • Assessment guidance which you will find in the examination guidelines
  • User guide for grading in PAS - exam, which can be found on the website Grading exams (udir.no)
  • And in those subjects where it exists:
    • Sensor guidance
    • Assessment form

Only the headmaster (for pupils) and the county council (for private individuals) can decide whether the candidate has cheated, cf. §§ 3-34 and 4-26. If the examiner suspects that the candidate has cheated in the exam, the examiner must report this to the county council responsible for the subject. The examiner must mark the answer based on the rules for assessment in the regulations for the Education Act.

practical information

By logging on to the website of the Norwegian Directorate of Education or clicking on the link PAS - exam , the examiner gets access to:

  • contact information for co-examiner

Answers

All submissions must be digital in PAS. Either by writing directly into the new exam and test system, or by scanning and uploading submissions to PAS.

Set character proposal

The examiners must individually register their mark proposals in the PAS exam for all answers, before they, in consultation with the co-examiner, agree on and register a final grade.

Set final grade

Only when both examiners have set their proposed grades and confirmed them in the PAS exam will they be able to see each other's proposed grades and set a final grade. This can be done either by phone or by having the sensors meet. Joint censorship is not carried out. If the examiners agree to meet, and this requires travel, this must be agreed in advance with the client. The final grade is recorded in the PAS exam. Only the second examiner has access to record the final grade.

Disagreement about grading

If the examiners cannot agree on a final grade, it is the second examiner who decides, cf. Section 3-28, subsection 6.

Missing answer

If an answer is missing for a candidate who is listed as having taken part in the PAS exam, the examiner must contact the relevant school/county municipality. Contact information will be available in the PAS exam.

Censorship deadline

The censorship deadline is stated in the assignment letter and must be observed. You will also see the deadline for setting the final grade in PAS when you are logged in.

Fees

The fee is paid by the county council responsible for grading.

Guidelines for handling complaints

In the case of appeals against locally administered written examinations, each appeal shall be heard by an appeals board appointed by the responsible county council.

The members of the Appeals Board shall consider the appeal in accordance with the rules set out in Section 5-9 of the Regulations to the Education Act.

Important documents for complaint processing

  • Sensor guidance
  • Assessment form

  • contact information for co-examiner
  • the exam paper

  • information about the answer is delivered digitally or on paper

Answers

All answers must be digital in PAS. Either by entering the answer directly into the new exam and test system, or by scanning and uploading the answers to PAS. In exceptional cases, paper answers may appear. Information about access to PAS can be found in the appointment letter.

Assessment of complaint

The appeal board must assess whether the grade set is reasonable or unreasonable, cf. regulations to the Education Act, § 5-9.

Maintain grade/new grade/reason

Regardless of whether the grade is maintained or whether a new grade is awarded, this must be registered in PAS - Exam together with the justification. PAS autogenerates a text based on the grade awarded by the Appeals Board. Example. The Appeals Board finds that the grade is not unreasonable in relation to the performance in the exam. The grade of 2 - TWO - is maintained. In addition, the Appeals Board shall write a justification covering the following:

  • What positive elements and possibly what shortcomings the answer has.
  • Which areas must the candidate work on to increase their competence.
  • A justification as to why the grade is maintained or changed, as well as an explanation to the candidate of the assessment that has been made.

The appeal board must be precise in its use of terms. Adjectives used to describe the competence shown in the exam answer must be the same as those used to describe the candidate's competence in the examination guide. Both appeal board members must approve the grade and justification.

The responsible county council shall quality assure the Complaints Board's reasoning before approving the appeal censure. If the county council responsible for the appeal considers that the Complaints Board's grounds are not good enough, or the Complaints Board has registered errors, a new assessment must be opened. The Complaints Board must then review and quality assure its grounds again.

Appeal processing deadline

You will see the deadline for handling complaints in PAS.

Subject codes

Most subject codes within avionics, aviation and space technology are not included in the national cooperation. Subject codes AVI4003 and AVI4030 are exempt.

Assignment production

As an assignment producer, you must familiarize yourself with the Framework for locally administered written exams. You will need training in the examination and test system. The responsible county council will provide training and guidance, but you should also be expected to train yourself by working in the system. Udir has prepared a competence package for training in the exam and test system, which can be found by following this link: All open courses (instructure.com) In addition, assignment developers can make use of Udir's knowledge database. This can be found by following this link: Kunnskapsdatabasen - Kunnskapsdatabasen for eksamens- og prøvesystemet - Confluence (udir.no)

There is a user support service that both task producers and the responsible county council can use. If you as a task producer need access to the user support service, contact the county councils that have appointed you as a task producer.

Examination papers must be prepared for all subject codes with registered candidates by the registration deadline.

The framework for locally administered written exams can be found as a pdf here:
